COLLEGE AND UNIVERSITY EHS PROGRAM STAFFING & BUDGET MODELING CALCULATOR-INSTRUCTIONS

General instructions for entering data into the calculator, definitions of key predictors and possible sources of data.

1. The total net assignable square footage (TNASF) of all buildings on and off campus that were owned and/or rented by the institution as of reporting date. Include residence halls and non-residence buildings. Include buildings at remote research stations and experimental farms if owned or rented by the institution. Exclude facilities rented to other organizations for their operations. Your likely source of information will be the Office of Contracts & Grants, Facilities Space Management, Planning & Construction, Provost’s Office, or in some cases Facilities Information Office. We also suggest you contact your office of institutional research for this data.  

2. Research Net Assignable Square Footage (RNASF): also known as “Research Space” per the National Science Foundation Survey of Science and Engineering Research Facilities is the net assignable square feet (NASF) of space in buildings within which research activities take place. The research area reported for each institution is available from the Science and Engineering Research Facilities data source within the NCSES Interactive Tool accessible at https://ncsesdata.nsf.gov/ids/  

3. Total Institutional Expenditures-This represents the total expenses from the institution published in the general-purpose financial statement for any given accounting period, mostly by fiscal or accounting year. This can be obtained directly from each institution’s financial report, or from the National Center for Education Statistics Integrated Postsecondary Education Data System (IPEDS) Data System under Total Assets at https://nces.ed.gov/ipeds/use-the-data  

4. Annual Research Expenditures: This includes all R&D expenditures from an institution's current operating funds that are separately accounted for and covers basic research, applied research, and experimental development. This information is available from the Higher Education Research and Development (HERD) data source within the NCSES Interactive Tool at accesible at https://ncsesdata.nsf.gov/ids/  

5. Number of Full Time Employees- Contact your Human Resources Department for this information.  

6. Total EHS Annual Expenditures- EHS Expenditures defined as the total amount of funds expended by the EHS department in a reporting period, i.e. the 12-month period defined by your institution for reporting a full year activity (usually either July 1 through June 30 or September 1 through August 31). Include salaries, operations and maintenance, but do not include capital expenditures or benefits. Your EHS Director, Administrative & Budgetary support person can likely provide this information.  

7. Total Number of EHS Staff- EHS Full Time Equivalent (FTE) employees equal the number of employees on full-time schedules plus the number of employees on part-time schedules converted to a full-time basis including technical, managerial, and directorial staff that support the EHS function plus administrative support staff. Include FTE equivalents for staff outside the EHS unit, but they must devote half time or greater (>0.5 FTE) to environmental health and safety functions (biological safety, chemical safety, radiation safety, laboratory safety, fire safety, industrial hygiene/ occupational health, hazardous waste, environmental programs and emergency management) based on a standard 40 hour work week. Include FTE equivalents for contractors if time onsite is half time or greater (>0.5 FTE). Contact your EHS Business Office for this information.  

8. Medical School or Veterinary School indicates if your institution has a Medical or Veterinary School.  

9. BSL3 Facility or Higher?: Contact your Biosafety Officer to find out if your institution has a Biosafety Level 3 (BSL3) Biocontainment Facility or higher.
